FortisBC has informed New Look Home Services that they will be decreasing the dollar amount for their Dual fuel heating system rebate: electric heat pump combined with gas furnace.

Currently, you can update your furnace and with an electric heat pump. You would be eligible for a $10,000 rebate. $15,000 if you were income qualified. Starting May 1st. They have removed the income qualified rebate. Plus, the $10,000 rebate has been reduced to $5,000.

Dual fuel heating system rebate: electric heat pump combined with gas furnace

Fortis BC is offering a $5,000 dual fuel system rebate for customers who want a higher-efficiency heating and cooling system that can replace their aging gas furnace, helping to reduce their energy use and associated greenhouse gas emissions.

Please note: as of May 1, 2025, the dual fuel heating system rebate amount has changed to $5,000.

To qualify for the previous rebate of $10,000, your dual fuel system must be installed prior to May 31, 2025, and you must meet additional deadline requirements. The home must have a residential FortisBC natural gas or propane account.1

  1. If the registered owner of the property where upgrades were made is not the utility account holder (e.g. landlord/tenant) the owner must have the account holder complete the Utility Account Holder Consent form.

  2. The home must be a year-round primary residence at least 12 months old and be either a single-family, duplex, triplex, row home, townhouse or mobile home on a permanent foundation. New construction, additions and garage upgrades are not eligible.

  3. Applications must be submitted within six months of the paid invoice date.

  4. Rebates cannot exceed the paid cost on the invoice.

Dual fuel-system requirements:

It must be replacing an existing gas furnace that serves as the primary2 space heating system for the home, and is at least 10 years old. Replacement of existing dual fuel system is not eligible.

  1. It must be a new central ducted air source heat pump integrated with a new compatible high-efficiency gas furnace and operated by a single set of controls.

  2. It must be installed by a Technical Safety BC licensed gas contractor who is a member in good standing of the Home Performance Contractor Network.

  3. The heat pump must be listed as an eligible system on the rebate eligible product list. Qualifying systems must have an AHRI certified reference number that references the outdoor unit and the indoor unit(s) of the heat pump, and the furnace model number.

  4. The home must meet a minimum annual average consumption of 55 GJs per year over the previous two years to be eligible. Administrators reserve the right in their sole discretion to accept or reject whether applications meet the minimum annual average.

  5. It must have the thermostat, outdoor temperature switch-over control or equipment control board set to the following region-specific temperatures for the duration of the product lifetime:

    • Lower Mainland and Vancouver Island regions: 5 °C or lower

    • Southern Interior and northern B.C. regions: 2 °C or lower

  6. It must undergo commissioning at the time of installation to ensure the system is installed and operating according to best practice.

  7. The comissioning data must be submitted through the DSMAlly mobile application by the contractor at the time of installation.

  8. It must be sized to:

    • a) ensure the heat pump component has the capacity to meet the home’s heat demand at or below the region-specific outdoor set-point (e.g. the application balance point must be lower than the region-specific outdoor thermostat set-point), and;

    • b) function as the primary heating system of the home, serving the main living area (e.g. family room, living room, or open-concept kitchen-livingroom).

  9. A program-approved heat load calculation is required to properly size the system. Rule of thumb equipment sizing will not be accepted.

  10. It must be installed in accordance with the Heat Pump Best Practices Installation Guide for Existing Homes and the High-Efficiency Furnace Installation Guide for Existing Houses.

  11. Warranty replacements and insurance claims are not eligible.

To ensure the equipment you choose are eligible for the rebate, check the heat pump rebate eligible product list, and ask your contractor or consult your retailer before buying.

 There is also an offer for electric customers that heat their home with an electric furnace or baseboard heat! This would allow you to get a Ductless Heat Pump installed. Where you could be eligible for a $4,000 rebate through CleanBC and BC Hydro. Here are their requirements 

Whole home heating requirements $4,000

  • The heat pump must replace a primary all-electric heating system, such as electric baseboards, or a forced-air electric furnace.

  • The heat pump must provide heating for 80% or more of the main living areas in the home.

  • The backup heating system cannot use natural gas, oil, or propane.

  • The heat pump must have a minimum 12,000 BTU (British Thermal Unit) capacity. It must also be able to maintain a minimum indoor temperature of 22ºC, even at extreme outdoor temperatures (e.g., -23°C in Kamloops).

  • The heat pump must be listed on the rebate-eligible heat pump list and the Northeast Energy Efficiency Partnership (NEEP) Cold Climate Air Source Heat Pump list.

  • The contractor must complete a heat load calculation using CSA F280-12 verified software.

Partial home heating requirements $1,500

  • The heat pump must replace a primary all-electric heating system, such as electric baseboards, or a forced-air electric furnace.

  • The heat pump must provide heating for 50% or more of the main living areas in the home.

  • The heat pump must have a minimum 12,000 BTU (British Thermal Unit) capacity. It must also be able to maintain a minimum indoor temperature of 22ºC, even at extreme outdoor temperatures (e.g., -23°C in Kamloops).

  • Homes over 1,200 sq. ft. must install a multi-split or central system.

  • The heat pump must be listed on the rebate-eligible heat pump list.
